The contingent fund may be used for the following purposes: (a) For any purpose necessary to create and maintain the organization of the district. (b) For making reconnaissance, preliminary and final location surveys. (c) For all necessary or proper engineering, legal or clerical work incident to the organization and operation of the district. (d) For the improvement of any public highway to be improved under this part. (e) For procuring any and all necessary lands or rights of way usable for the purposes for which the district is created.
