(a) At any time not later than the hour set for hearing protests any owner of any lot or parcel of land liable to be assessed for the improvement may make written protest against the proposed improvement by filing his or her protest with the clerk. No other protests shall be considered by the city council except as provided in this chapter. (b) If assessments are to be levied, the protest and hearing procedures shall comply with Section 53753 of the Government Code.
