such violation is a felony; and the officer has reasonable grounds to believe that the person to be arrested has committed or is committing such violation. The provisions of this section are in addition to any power conferred by law to such officers. This section shall not be construed as a limitation of any power conferred by law to such officers, or any other officer of the United States or any State. This section does not grant to such officers any powers not authorized by the law of the State in which those officers are employed.
