the acquisition, maintenance, and operating costs of land, facilities, equipment, and supplies; personnel salaries and reimbursable expenses; the costs of training personnel; public boat safety education; the costs of carrying out the program; and other expenses that the Secretary considers appropriate. The Secretary shall decide an issue arising out of the computation made under subsection (a) of this section.
