The Secretary shall establish a program providing rebates for consumers for expenditures made for the installation of a renewable energy system in connection with a dwelling unit or small business. 25 percent of the expenditures described in paragraph (1) made by the consumer; or $3,000. For purposes of this section, the term “renewable energy system” has the meaning given that term in section 6865(c)(6)(A) of this title . $150,000,000 for fiscal year 2006; $150,000,000 for fiscal year 2007; $200,000,000 for fiscal year 2008; $250,000,000 for fiscal year 2009; and $250,000,000 for fiscal year 2010.
