the need to reduce energy consumption during the 4-year period beginning on August 8, 2005 ; the benefits to consumers of reducing consumption of electricity, natural gas, and petroleum, particularly during peak use periods; the importance of low energy costs to economic growth and preserving manufacturing jobs in the United States; and maintaining and repairing heating and cooling ducts and equipment; weatherizing homes and buildings; purchasing energy efficient products; and proper tire maintenance. include collaborative efforts with State and local government officials and the private sector; and incorporate, to the maximum extent practicable, successful State and local public education programs. Not later than July 1, 2009 , the Secretary shall submit to Congress a report describing the effectiveness of the program under this section. The program carried out under this section shall terminate on December 31, 2010 . There are authorized to be appropriated to carry out this section $90,000,000 for each of fiscal years 2006 through 2010.
