Not later than 90 days after February 8, 2016 , the Secretary of Homeland Security, the Secretary of State, and the Attorney General shall develop a process by which to implement section 21503(e)(5) of this title and the provisions of section 212b of title 22 . Not later than 90 days after February 8, 2016 , the Secretary of Homeland Security, the Secretary of State, and the Attorney General shall jointly submit a report to, and shall consult with, the appropriate congressional committees on the process developed under subsection (a), which shall include a description of the proposed process and a timeline and plan for implementation of that process, and shall identify the resources required to effectively implement that process. the Committee on Foreign Relations of the Senate; the Committee on Foreign Affairs of the House of Representatives; the Committee on Homeland Security and Governmental Affairs of the Senate; the Committee on Homeland Security of the House of Representatives; the Committee on the Judiciary of the Senate; the Committee on the Judiciary of the House of Representatives; the Committee on Appropriations of the Senate; and the Committee on Appropriations of the House of Representatives.
