shall use not less than 74 percent to carry out activities under section 6672 of this title ; shall use not less than 22 percent to carry out activities under section 6673 of this title ; shall use not less than 2 percent to carry out activities under section 6674 of this title ; and may reserve not more than 2 percent to carry out activities under section 6675 of this title .
