Not later than 1 year after March 12, 2019 , the Secretary shall establish a conservation incentives landowner education program (referred to in this section as the “program”). fee title land acquisition; donation; and perpetual and term conservation easements or agreements. interested landowners; and the public. notify the landowner of the program; and make available information on the conservation program options that may be available to the landowner.
