identify any factors contributing to the failure of a major weapon system to meet such requirements and objectives; develop and implement a corrective action plan to address such factors in an expeditious manner; and inform the submission of materials to Congress required by section 118(c)(2) of this title and the development of the future-years defense program required by section 221 of this title . In this section, the term “covered system” has the meaning given in section 4324 of this title .
