Each developmentally disabled person and his or her estate shall pay the State Department of Developmental Services for the cost of such person’s care and treatment as defined in Section 4431 while in a state hospital and while on leave of absence at state expense, less the sums payable therefor by the county. The provisions of Sections 7513.1 and 7513.2 shall govern the assessment, cancellation, collection, and remission of charges for such care and treatment. This section shall not be construed to impose any liability on the parents of developmentally disabled persons.
