(a) The office shall make grants to community nonprofit child sexual abuse treatment programs that are unable to meet the current demand for their services, pursuant to this section. (b) Programs seeking these grants shall apply to the Office of Criminal Justice Planning in the manner prescribed by the Office of Criminal Justice. Each award shall be limited to twenty-five thousand dollars ($25,000). Programs shall be selected based, at a minimum, on the following criteria: (1) The program’s inability to meet the public demand for its services. (2) The program’s use of the award to maximize the services provided to clients who would not otherwise be served. (3) The likelihood that the program will be able to maintain the new level of service after the funds granted are depleted. The awards shall be equitably distributed to programs in northern and southern California. At least one-fourth of the funds shall be distributed to rural programs. (c) The office shall fund programs as expeditiously as possible; program funding shall commence within 90 days after the effective date of this chapter.
