Federal funds for Refugee Social Services that are allocated to county welfare departments for Title XX social services shall be allocated to each county in the same proportion that refugees on aid in each county bear to the total refugees on aid in the state. Federal funds for Targeted Assistance Services that are allocated to county welfare departments shall be allocated to each targeted county in the same proportion that refugees on aid bear to the total refugees on aid in the targeted counties. The allocation shall be developed from caseload statistics from the previous fiscal year which include refugees in the following programs: (a) Time-eligible and time-expired refugees in the Aid to Families with Dependent Children (AFDC) program. (b) General Assistance. (c) The Refugee Cash Assistance Program. (d) The Refugee Demonstration Program.
