(a) The authority may make contracts of any nature, including, but not limited to, contracts to employ labor, to indemnify and hold harmless, and to do all acts necessary or convenient for the full exercise of its powers. (b) The authority may contract with any department or agency of the United States or the state, or with any public or private entity, or person.
