(a) Any grant agreement entered into pursuant to this chapter may include provisions determined to be necessary by the department. (b) Any grant agreement pursuant to this chapter shall include both of the following: (1) A determination by the department that the project is economically justified, and that the project is feasible. (2) An estimate of the reasonable cost and benefit of the project, including a feasibility report that sets forth the engineering and financial feasibility of the project, and shall include a description of the proposed facilities and their relation to other water-related facilities in the system service area.
