In such election the first directors shall be elected, and the following measure shall be submitted: “Shall the proposition to organize ____ Water Replenishment District under the Water Replenishment District Act be adopted?” The candidates shall declare their candidacy and shall be nominated, the election shall be held and conducted, the vote canvassed, the result declared and the certificate of election issued in accordance with the provisions of the Elections Code, so far as they may be applicable, except as in this act otherwise provided. No person shall be entitled to vote at any election under the provisions of this act unless such person possesses all of the qualifications required of voters under the Elections Code.
