The district may adopt and enforce all rules, regulations and ordinances which may be necessary and proper for: (a) The administration and government of the district. (b) The acquisition, purchase or construction and use and operation of the waterworks, property and other facilities of the district. (c) All other purposes of the district not in conflict with laws of this State.
