The Legislature finds and declares as follows: (a) Recharge is an effective way to maximize availability of scarce water supplies throughout the state. (b) There are many groundwater basins in the state that are in an overdraft condition. (c) It is necessary for the health, safety, and welfare of the people of the state that the groundwater basins of the state be recharged. (d) Many of the agencies that have responsibility for managing groundwater are unable to finance adequate groundwater recharge and storage programs, and it is in the interest of the people of California that the state provide financial assistance to implement these programs.
