The proposition is approved if a majority of the voters voting approve the measure. If the measure is approved by the voters, assessments shall be made and confirmed pursuant to Chapter 15 (commencing with Section 5340) and Chapter 16 (commencing with Section 5360) and may be collected pursuant to Section 5450. The legislative body may pay the cost of the work described in Section 5101.4 prior to the collection of assessments. Any assessment imposed pursuant to this section may be collected in installments over a period not to exceed five years.
