If Los Angeles County elects to allocate any portion of the revenues it receives pursuant to Section 2104 or 2106 to the cities within the county under any program in which those revenues are allocated to at least 70 percent of the cities, it shall make allocations to each city within the county based on the two following equally weighted factors: (1) The population of the city to the total population of all the cities in the county. (2) The city street mileage to the total street mileage of all the cities in the county, as determined from the county master plan.
