In the application of said acts to proceedings under this section the terms used in said acts shall have the following meanings: (a) “City council” and “council” mean board; (b) “City” and “municipality” mean district; (c) “Clerk” and “city clerk” mean secretary; (d) “Superintendent of streets” and “street superintendent” and “city engineer” mean the engineer of the district, or any other person appointed to perform such duties; (e) “Tax collector” means county tax collector; (f) “Treasurer” and “city treasurer” mean the treasurer of the public utility district, unless the district elects to use the county treasurer as provided in Section 16036, in which case it is the county treasurer as ex officio treasurer of the district; (g) “Right-of-way” means any parcel of land in, on, under or through which a right-of-way or easement has been granted to the district for the purpose of constructing or maintaining or work or improvements which the district is authorized to do.
