(a) The governing body of the authority shall consist of the following members: (1) Five members of the San Bernardino County Board of Supervisors. (2) One member from each County of San Bernardino incorporated city, who shall be a mayor or a city council member. (3) One nonvoting member appointed by the Governor. (b) Each County of San Bernardino incorporated city may appoint an alternate member to represent it at a meeting, but only if the regular member cannot attend the meeting. The alternate member shall either be a mayor or a city council member.
