Whenever the commission, pursuant to authority granted to it by law, enters into any agreement for the compromise or settlement of title or boundary claims, the agreement shall be submitted to the Governor, and if approved by him or her shall thereupon, but not before, be binding upon the state and the other party to the agreement.
