The Legislature hereby finds and declares as follows: (a) There is a great, measurable demand for the provision of increased fishing opportunities in the major metropolitan areas of California. (b) There is a high concentration of urban social and economic problems in California’s major metropolitan areas that can be partially alleviated by the increased recreational activities and supplemental food sources afforded by fishing opportunities. (c) In view of the foregoing, the Legislature declares that an active, cooperative, and funded urban fishing program should be implemented without delay.
