The used oil recycling program shall include, but is not limited to, all of the following: (a) A recycling incentive system as described in Article 6 (commencing with Section 48650). (b) Public and private grants and contracts, including, but not limited to, those between the board and local governments, nonprofit entities, and private entities for the purposes specified in Section 48632. (c) Development and implementation of an information and education program to promote safe and proper used oil collection and treatment methods, methods to reduce used oil generation, and advances in new and existing technologies, including, but not limited to, use of rerefined oil in automotive and industrial lubricants. (d) A reporting, monitoring, and enforcement program to ensure that all statutes and regulations relating to used oil are properly carried out.
