Such policy shall include objectives and criteria for all of the following: (a) Determining the lead agency pursuant to the provisions of Section 2771. (b) The orderly evaluation of reclamation plans. (c) Determining the circumstances, if any, under which the approval of a proposed surface mining operation by a lead agency need not be conditioned on a guarantee assuring reclamation of the mined lands.
