“Improvement” means any activity that is necessary or incidental to the prevention, mitigation, abatement, or control of a geologic hazard, including, but not limited to, all of the following: (a) Acquisition of property or any interest therein. (b) Construction. (c) Maintenance, repair, or operation of any improvement. (d) Preparation of geologic reports required pursuant to Section 2623 for multiple projects within an earthquake fault zone or zones. (e) Issuance and servicing of bonds, notes, or debentures issued to finance the costs of the improvements specified in subdivisions (a), (b), (c), and (d).
