(a) The Department of Corrections and Rehabilitation shall submit a report to the relevant fiscal and policy committees of the Legislature and the Legislative Analyst’s Office whenever the department proposes regulatory changes pursuant to Section 32 of Article I of the California Constitution that would affect inmate credit earning. (b) A report required pursuant to subdivision (a) shall include both of the following: (1) An explanation of the rationale for each of the proposed changes to credit earning. (2) An estimate of the impact of the proposed changes to credit earning on the size of inmate and parolee populations. (c) Reports required pursuant to subdivision (a) shall be submitted on or before the day that the regulatory changes are first submitted to the Office of Administrative Law.
