(a) (1) The register required by Section 28100 shall be prepared by and obtained from the State Printer. (2) The State Printer shall furnish the register only to dealers on application, at a cost to be determined by the Department of General Services. (3) The Department of General Services shall determine the cost for each 100 leaves in quadruplicate, one original and three duplicates for the making of carbon copies. (4) The original and duplicate copies shall differ in color, and shall be in the form provided by this chapter. (b) Where the electronic transfer of applicant information is used, the Department of Justice shall develop the standards for all appropriate electronic equipment and telephone numbers to effect the transfer of information to the department.
