Subject only to any contractual restrictions binding upon him, an obligee may: (a) By proper proceeding compel the authority and its commissioners, officers, agents, or employees to perform each and every provision contained in any contract of the authority with or for his benefit, and require the carrying out of any or all the covenants and agreements of the authority and the fulfillment of all duties imposed upon it by this chapter. (b) By proper proceeding enjoin any acts or things which may be unlawful, or the violation of any of his rights by the authority.
