When in the judgment of the department the action will promote honesty and fair dealing in the interest of the ultimate purchaser, the department may promulgate regulations establishing for any processed pet food or pet food ingredient any of the following: (a) A reasonable definition and standard of identity. (b) A reasonable standard of quality or fill of container. (c) The method of treatment of products or ingredients to render them safe for pet feeding. (d) Labeling information necessary to fully inform the purchaser thereof.
