(a) The department may provide program support services to local tobacco use prevention programs, that shall include, but need not be limited to, all of the following: (1) Data collection. (2) Educational materials. (3) Evaluation. (4) Technical assistance. (5) Training. (6) Transfer of information among programs. (b) Services funded under this section may be awarded through a competitive request for proposal process or directly to another state agency, the Regents of the University of California, the federal government, or an auxiliary organization of the California State University. (c) Grantees of services under this section shall demonstrate the ability to do both of the following: (1) Improve the delivery of local tobacco use prevention programs directed at the targeted populations. (2) Design programs to provide statewide and regional services to support local implementation of tobacco use prevention programs.
