(a) The board may make and enforce rules and regulations necessary for governing the board, the preservation of order, and the transaction of business, including by establishing an executive committee and other committees as necessary. (b) In exercising the powers and duties conferred on the agency by this title, the board may act by ordinance, resolution, or minute action.
