Within 10 days after the filing of any proposal, the county surveyor shall give written notice as provided in Section 58855.5 by mailing notice of such filing: (a) To each city, county, or district the boundaries of which contain all or any portion of the lands described in the proposal; and (b) To each person who has filed a written request for special notice of such filings of such proposals with the county surveyor.
