Within its area of operation, an authority may do all of the following: (a) Exercise all powers and authority related to energy projects designated by the governing body and deemed to be necessary and appropriate to carry out the responsibilities of the authority, including, but not limited to, assistance in planning energy projects and uses to encourage energy conservation in new and existing construction and to minimize future energy price increases. (b) Coordinate or provide energy programs and services to the community, particularly to persons of low and moderate income and to smaller businesses. (c) Apply for, accept, and utilize any available funds appropriate to the authority’s activities from federal, state, county, special district, or private sources.
