An agricultural preserve shall continue in full effect following annexation, detachment, incorporation or disincorporation of land within the preserve. Any city or county acquiring jurisdiction over land in a preserve by annexation, detachment, incorporation or disincorporation shall have all the rights and responsibilities specified in this act for cities or counties including the right to enlarge, diminish or disestablish an agricultural preserve within its jurisdiction.
