For the purposes of this article, any enumeration of population made by the United States Bureau of Census in any year other than that in which a decennial census is taken establishes the population of any city. A copy of that determination of population shall be filed in the Demographic Research Unit of the Department of Finance and thereafter is the official census of the city for the purposes of this article.
