There are hereby appropriated out of the General Fund such amounts as may be necessary to make such repayments. Such repayments shall be made from the first money accruing to the General Fund over and above the amounts: (a) Then necessary to provide for payments for the support of the public school system and the State university, and (b) Which under the State Constitution shall first be applied to the payment of obligations of the State existing at the time the revenues were set apart.
