The Governor shall cause the following registers to be kept: (a) All applications for pardon or for commutation of a sentence, with a list of the official signatures and recommendations in favor of each application. (b) Statements in capital cases made to the Governor, with the Governor’s action thereon. (c) All appointments made by the Governor, showing date of commission, and names of appointee and predecessor.
