Inspection is not required in cases where cattle are being transported to or from a fair or livestock exhibit within the state’s boundaries if the shipment is accompanied by a certificate of the manager or an official of the fair or exhibit, which shows all of the following: (a) Any brands and marks. (b) The names of the shipper and consignee. (c) The point of origin and destination of the shipment. (d) Proof of ownership as defined in Section 16522.
