The following definitions govern the construction of this article: (a) “Agent” means the person designated in writing by the owner as the owner’s representative. (b) “Change of ownership” means the transfer of ownership of a permitted vessel to a new owner. (c) “Commercial salmon vessel permit” means an annual permit issued by the department to an owner of a commercial fishing vessel for use of that vessel to take salmon for commercial purposes and shall not be considered personal property. (d) “Fishing potential” means the capability and capacity for harvesting salmon of a particular commercial fishing vessel. (e) “Permit” means a commercial salmon vessel permit as defined in subdivision (c). (f) “Permitted vessel” means a commercial fishing vessel for which a permit is currently valid. (g) “Replacement vessel” means a commercial fishing vessel for the use of which a permit is proposed to be transferred pursuant to this article. (h) “Transfer” means the issuance of a permit for use of a replacement vessel.
