The envelope, certificate with the roster, tally lists, and voter list, shall be all of the following: (a) Sealed in an envelope by the inspector in the presence of the judge and clerk. (b) Endorsed “Election returns of (naming the precinct) precinct.” (c) Directed to the county elections official. (d) Immediately delivered by the inspector or by a responsible person designated by him, to the county elections official.
