After affording interested persons an opportunity to present their views on the proposal, the board of governors shall give notice of approval or disapproval to the county committee and county superintendents of schools having jurisdiction over any of the districts whose boundaries would be affected by the reorganization. Whenever a proposal is disapproved, the board of governors shall provide in writing the basis for rejection.
