It is the intent of the Governor and the Legislature, in cooperation with the Trustees of the California State University, to do both of the following: (a) Place a major priority on resolving the serious problem of impacted and overcrowded classes, not only with respect to the California State University, but throughout public postsecondary education. (b) Ensure that needy students receive financial aid sufficient to cover the cost of fee increases for each academic year.
