It is the intent of the Legislature to enact legislation that will develop a coordinated adult education data system that accomplishes all of the following: (a) Uses standardized procedures to collect data. (b) Complies with relevant federal statutes in elementary, secondary, and postsecondary education. (c) Makes efficient use of existing data systems in the California Community College system and the department. (d) Is based upon individual pupil and student records that, preferably, can be linked through the use of a common student identifier. (e) Contains a common data dictionary that can be used to provide valid, comparable data regarding enrollment, demographics, outcomes, and other educational or economic policy issues. (f) Complies with all relevant state and federal privacy laws and regulations.
