Upon a judgment in favor of the forfeiture, the alcoholic beverages or other property shall be ordered turned over to the Department of General Services for disposition as follows: (a) Delivery to the Department of Alcoholic Beverage Control for use in the needs of the department as may be requested by it. (b) Delivery to any other state department, board, commission, officer, hospital, or institution. (c) Sale at public auction, and when alcoholic beverages are sold at public auction they shall be sold only to licensees authorized to sell them.
