(a) Persons holding wine growers’ licenses shall report annually at the end of each fiscal year, at the time and in the manner as the department may prescribe, the amount of wine produced by them during the fiscal year. (b) If the total amount of wine produced during the year exceeds the amount permitted annually by the annual license fee already paid the department, the licensee shall pay such additional license fee as may be unpaid in accordance with the schedule provided in subdivision (b) of Section 23320.
