The Legislature finds and declares all of the following: (a) Child abuse and neglect is a severe and increasing problem in California. (b) School districts and center based preschools are able to provide an environment for training of children, parents, and appropriate school district staff. (c) Primary prevention programs in the school districts are an effective and cost-efficient method of reducing the incidence of child abuse and neglect and for promoting healthy family environments. (d) To ensure comprehensive and effective primary prevention education to California’s center based preschools and public school children, it is the intent of the Legislature to provide adequate funding to carry out the purposes of this chapter.
