(b) From money appropriated by the Legislature to the fund, the department may expend sufficient funds for operating expenses incurred in carrying out this chapter. (c) The department shall develop and utilize all appropriate cost containment measures to maximize the coverage offered under the program. (d) This section shall become operative on July 1, 2014.
