(a) Notwithstanding subdivision (h) of Section 14132, effective May 1, 2014, or the effective date of any necessary federal approvals as required by subdivision (d), all of the following are covered benefits for persons 21 years of age or older, subject to utilization controls and medically necessary services: (1) Examinations, radiographs/photographic images, prophylaxis, and fluoride treatments. (2) Amalgam and composite restorations. (3) Stainless steel, resin, and resin window crowns. (4) Anterior root canal therapy. (5) Complete dentures, including immediate dentures. (6) Complete denture adjustments, repairs, and relines. (7) Emergency procedures are also covered in the above categories of service. (b) This section shall only be implemented to the extent permitted by federal law. (c) Notwithstanding Chapter 3.5 (commencing with Section 11340) of Part 1 of Division 3 of Title 2 of the Government Code, the department shall implement this section by means of a provider bulletin or similar instruction, without taking regulatory action. (d) The department shall seek approval for federal financial participation and coverage of services specified in subdivision (a) under the Medi-Cal program.
